Climate contributions from developing countries require fulfilling global commitments, building capacities: Cuban official

DUBAI, 30th November, 2023 (WAM) -- Jesus Guerra Bell, Specialist of the International Relations Directorate of the Ministry of Science, Technology and Environment of the Republic of Cuba, said that Cuba is participating in COP28 as one of the developing nations advocating for the complete and balanced implementation of the Paris Agreement, especially concerning the provision of support.

On the sidelines of COP28, Bell highlighted, to the Emirates News Agency (WAM), the significance of providing support and fulfilling global commitments, affirming that it is an extremely crucial issue.

The inclusivity of climate action requires addressing pending demands, particularly in terms of financial requirements and technology transfers to developing countries, with the objective of capacity building, he added.

He then stressed the importance of various factors related to climate change monitoring and transparent information systems, as well as the necessity of providing all parties with information about the status of emission reduction and control efforts to mitigate impacts.

“It is important to work on two levels. The first involves efforts to reduce emissions as quickly as possible, while the second is about enhancing capacities to adapt to climate changes and their direct effects on many people's lives. Through rising sea levels, some countries are losing parts of their lands, necessitating the relocation of communities from coastal areas to inland regions,” Bell stated.

“This adaptation requires money, technology, and many other requirements that will assist developing nations, which are the least responsible for environmental damage,” he added.

Regarding his expectations for the outcomes of COP28, he said, “I believe the agenda at COP28 is highly interesting. We will have the first global stocktake of the extent to which countries have progressed in implementing their commitments under the Paris Agreement, thereby providing a clear idea of the actions taken by various entities and countries and what will be accomplished until the next Conference of the Parties scheduled for 2030."
