China issues new document charting roadmap for promoting rural vitalisation

BEIJING,3rd February, 2024 (WAM) – China on Saturday rolled out a new official document, code-named "No. 1 central document" for 2024, to outline the priorities for comprehensively promoting rural revitalization this year.
According to a report by China Central Television, the document has six parts: Ensuring national food security, preventing large-scale poverty relapse, improving the development of rural industries, promoting the level of rural construction, improving rural governance, and strengthening the leadership of the CPC in work related to agriculture, rural areas, and farmers.
As the first policy statement released by China's central authorities each year, the "No. 1 central document" is seen as an indicator of policy priorities.
In order to promote Chinese modernization, it is imperative to continuously strengthen the foundation of agriculture and promote all-round rural revitalization, says the document, officially known as the "Opinions of the Central Committee of the Communist Party of China and the State Council on Learning and Applying Experience in Executing the Project of Building 'Thousands of Modern Villages' and 'Renovating Tens of Thousands Villages' to Effectively Promote Comprehensive Revitalization of Rural Areas".
The document calls for learning from the development concepts, working methods and implementation mechanisms of the Green Rural Revival Program, prioritizing all-round rural revitalization regarding the work relating to agricultural, rural areas and farmers in the new era, and following the people-centred approach to development.
The document underscores the importance of leveraging the strengths of science and technology and reform, and intensifying measures to increase rural residents' incomes, to build a beautiful and harmonious countryside that is desirable to live and work in.
It also calls for advancing China's modernization by accelerating modernization of the rural sector and agriculture.
With the goal of building up China's strength in agriculture, concrete efforts should be made to carry out key tasks for 2024, fulfil the set goals, and make new progress in promoting rural revitalization on all fronts, said a leading official with the Office of the Central Rural Work Leading Group in interpreting the document.
